loss of memory bandwidth due to cpu

So I have an old Abit board (exact model doesn't come to mind...maybe be6 rev2 ) with a BX chipset. I had a tnt 2 ultra in it with 32 megs of ram and the machine was pulling about 10 fps at 1024x768 in counter strike. I ran sisoft sandra and the memory bandwidth benchmark reported 90MB/s. I went on and swapped out the Celeron 2 566@850 for a P3 800 and the number shot up to ~680MB/s with that cpu. No other settings had changed, the bus is still running at 100mhz on the same ram. The cpu benchmarks come out to the numbers they should for both processors. Any ideas why the cpu seems to be choking the memory bandwidth down to nothing?
