looping problem

i posted this in operating systems, but it hasnt been getting much attention, and i need it fixed asap. link

on my mom's computer (mom's pc under my system rigs link), i recently installed a couple of critical updates from the windows update site. after they finished installing, i was prompted to reboot, which i did. however, while windows is loading (during the screen that says "applying network policies" or something like that), the computer will restart, load windows up again, and restart again during the same point, over and over. if i load windows in safe mode, it opens fine, but for some reason it seems that i can't get the internet to work (even when i choose to load "safe mode with networking"). i'm pretty sure it's not a virus, as i have the latest update for norton, and i ran a virus-check not too long before installing the updates.

any idea as to whats goin on here?
 
Right click Properties on My Computer->Advanced->Startup and Recovery->Uncheck Automatically Reboot. Maybe your computer is blue screening but you're not seeing it because it's rebooting.

i want to use that only as a last resort... since my main comps video card is bein rma'd, i have to take out and swap the video card every time i want to try something on that computer... so i'd do that only if i absolutely have to.
