There's a discontinuity between the old Iraq and the new - they're not really the same country, ownership has changed, whatever you like. If you can prove that your body has been possessed by a new mind that had nothing to do with the debt incurred by your former self, then your analogy would be valid.

Mental illness is often reason for mitigation. Such persons should have someone with power of attorney over their finances. As for amnesia, not sure that that would cut it. That's like Saddam saying 'oh, I don't remember borrowing billions of dollars, so I shouldn't have to pay it back.' Think of it more as identity theft. I steal your identity and charge $100 billion of stuff. You have a good credit card company, so now they won't charge you for it. 😛
 
Since a lot of debt is invested in infrastructure and the like, this would make sense... lend a country money, then blow up everything they spend it on; holding them to the debt seems somehow unreasonable.
 
you cant hold a debt against a country defeated in war. Roosevelt made this a defacto US (if not world) policy prior to the end WWII. The debt held against Germany after WWI was a major factor leading to the rise of the Nazi party. It became a clear historical lesson, and Roosevelt was smart in making sure it would never happen again. The US made sure neither Japan or Germany would be held to any obligations after the war by anyone. He also made sure that no one would move any borders, (i.e. the Rhineland France held after WWI)
