Looking to Upgrade machine

To combat lagging in general, you should make sure your drives are working optimally. Make sure they're not filled to the brim - especially the SSD. And keep your 500GB HDD defragmented. I'd also recommend cleaning the registry regularly with CCleaner.

If you want to upgrade the CPU, there's a big boost to be had.

That's about 70-80% faster stock vs stock. Add to that a +25% overclock and it'll be more than twice as fast.

I don't see any reason why that machine should lag when multitasking, assuming that multi-tasking in this case means "having a lot of general usage programs open at once". It's very likely that you have a software issue or have just filled up your drives like lehtv said.
