So, there's this "set-top box" which allows us to watch TV that is not local, but it only has an HDMI-out, and we want to be able to watch it on another TV around the house. We had a previous setup with a different box, but that had an RF out connection, so we have repeaters setup all over the house.

Would it be possible to re-distribute the Real TV over a coax connection? Is it possible that there's exists a PCI card with HDMI, and coax out?

What you are looking for is an HDMI to ATSC RF Modulator,
connected as follows-
Main Antenna Line-->Modulator RF in-->RF distribution
HDMI Device-->Modulator HDMI in

I have this one: https://www.amazon.com/gp/product/B01NAYLBNK/ref=ppx_yo_dt_b_search_asin_title?ie=UTF8&psc=1

Mine is set up to modulated the HDMI source to "Channel 50.1"

While this looks like a nice solution, it's too expensive.

I was thinking maybe something like this might also work? It is also ~120 USD cheaper than the solution you posted.
