If you have some generic Deer/L&C PSU, it really wouldnt matter what voltage you have.
but 11.9V seems rather weak for what you pay. Are you running lot of IDE devices or something???

I wasn't trying to be offensive or anything but if I was paying $60 for a PSU, I would want my rails as healthy as can be.

I doubt Antec would deliberately drop the voltage on a rail for any reason.
If they give certain measurement on a PSU, they better put all their engineers to work to achieve it.

If your satisfied with it then that's all it matters. I just wanted to know more about this PSU that's all.
