Looking For Info On MSN E-Mail Accounts

I assume MSN e-mail is a web based system, no? Can it be used as a POP3 account? Can the contacts and mail be imported to Outlook Express? Can you download your mailbox contents to your PC? How does it handle virus attachments, spam and what not?
