Looking for game....

Its a city simulation game. Downloaded it off of CNET for free years ago (8 years???). I think the game was made in Germany. I think the game was also used to simulate traffic situations in real life (maybe it did not work and thats why they gave itto cnet as a game???). Any ideas?

I had that for the c64. Awesome game!
