how is a federal LEO allowed to marry people? as i understand it, the person officiating has to be a JP or licensed minister.

Google for the Universal Life Church. Anyone can become a member through their web site and it is a small step from there to be legally empowered to officiate at weddings. A friend of mine did it for another friend of mine. Completely legal, straightforward, and CHEAP.

I think that color coding idea in forum issues is a good idea. I'm no good at remembering to look at post dates.

You don't have to be religious to marry at a church.

I guess the implication is that they are anti-religion or something.
