hmm, now I'm having to think a bout. It's been like a year and a half since I played, but I believe it was scaled down like the rest of the game. You still build military items and a small army contingent, but seem to recall them in game acting almost like another police force against small level skirmishes with the addition of you having to send troops and or supplies to the governor/emperor when requested.

Hrmm, see, that's what pisses me off. These developers are such lazy pieces of crap, they can't see the future past their noses. They focus and dilly dally, but the reality is that people aren't going to buy their games, unless they make it more interesting. And combat is what makes things interesting. It's fun building a huge city and then raising an army, and conquering other cities and creating an empire.

I guess the games I'm really looking forward to that have this are Anno 1404 (which will have HUGE maps, I have read) and Grand Ages: Rome, which should be like Caesar 4, but much better.

What about Rise and Fall: Civilization at War? I believe it is free as well. I found it pretty entertaining and might reinstall it this weekened.

i gotta add 2 oldies that i loved.
Z, nice and simple name, no base building as such but capturing existing ones, i loved it and would still play it if i could get hold of it

Z steel soldiers, the sequel, has base building pretty much what you described
