Looking for an HTPC upgrade, x265/4k decoding in a VESA mountable case?

Currently running a i2500K/8GB of ram and an old 300GB Raptor for the base of my current HTPC. What I would like to do is move over to a much smaller, VESA mountable solution. I am looking for future proofing so x265 4k decoding in a cpu integrated gpu if possible, or a VESA mountable case that can handle a video card that can handle the decoding. To compound this upgrade, I do not want to break the bank, so price is a concern. If x265/4k decoding is not an option for the parameters given, do you have a suggestion for at least x265/1080p decoding?
Current HTPC is in a mid-tower case and it is just too big and out of place. Moving to a VESA box mounted on the back of the TV would be excellent and make the wife very happy :).
Files will be located on the home server via 1GbE LAN connection and I plan on moving to a 256GB SSD. Software is Win7/Kodi and would like to stay that way, not a real fan of Win10.

Thanks in advance for your suggestions.

From the NVidia store (In Stock): <w/ Free Shipping>
16GB Shield $199.99
Shield Remote $49.99

I do not see DIYing an equivalent HTPC for this price.

Did not even think of the Nvidia Shield, it looks like it covers everything I need. Are you guys suggesting based on specs or have you actually used the device? Does it indeed work as advertised?

I have 2 (as listed in my signature). I really like them, and the wife can actually use it. (She still won't use the voice search though...)

Since you mentioned running Win7/ Kodi: The SPMC fork of Kodi is what you want... It is more up to date with the latest updates to the NVidia Shield firmware capabilities (esp. framerate and lossless audio)
