Looking for a vga to s-video adaptor

"Please, check your PC & Video Card manual or manufacturer to make sure that your VGA card has TV-Out function capability through the VGA connector to ensure this cable will work for you!"

how would find this information out?

the board is a Freetech P6F135 but doesnt say anything in the manual

I'm not sure if all videocards can transmit svideo through the VGA connector. If not then you need an expensive transcoder ($50). Is this for a laptop? Whats a Freetech P6F135?
