Since you are on a budget and have a limit of $1,500 I think these two choices are the best.

Get a Dell while the Passport 20% rebate deal is going on. Save you the hassle of building and ordering from different places. Dell is a great company (even though they are strictly Intel) and with the 20% (up to $500) going on, it's even sweeter.

PC133 ram is dirt cheap, the best mobo in my opinion, the MSi is pretty cheap so you should be under budget.

If you can wait till next year, prices for the AMD chips might drop even more quickly.

I'm an Architecture major, so I'm also configuring a PC for some hardcore graphics and 3d modeling work. Check out the link to my configuration in my sig... although the budget was a little higher. (project dc-1)
 
I was quite surprised to discover that 400 Mhz Mac G4 systems are almost unbeatable for Photoshop--by 1 Gig PIII's. What an insult, neh? I dunno crap about Macs, AFAIK you CAN'T build them yourself. Whew!
 
Jeezle! Everything I see listed here kinda seems like overkill. Most of the systems here arent 2D Photoshop systems, there more in line with some 3D Lightwave rendering stuff....I would just get 256 meg of RAM, run conservative swapfile to 1, and a good 800 or 900 mhz processor. But dual processors? For Photoshop? I dunno.....Havent played with Photoshop much yet, but I do some 3D Studio MAX. I have a 900 mhz T-Bird, 128 meg of RAM and I'm very happy with it. I did have 256, but I didnt notice a big difference so I sold it to get a DVD player. But hey, its your money.

He said that he wasn't happy with his PIII with 256mb ram. The only way to get better is to go dual processor or 1ghz+ t-bird.

Make sure you get a high quality monitor also. You will probably notice that more than most of the other components.
 
just get a 900mhz - 1 ghz athlon (good price performance ratio) , an epox 8kta+ (or whatever board, doesnt matter you aren't gonna overclock ). Get 512 of ram (just get the cheapest pc133 cas3 save money and get more cheap ram than less "quality" ram, ram wont go bad if its not DOA generally), a fast hard drive like a 20-30 gig 75gxp, probably dont need that much space for loading up your 100mb images, the Matrox g450, (or actuallyi'd get a radeon VE if it was out, dual 350mhz ramdacs), two KDS av195tfs if you can afford it (or whatever , like a samsung 900nf/ift, whatever, or if you have an old monitor, just use that as your secondary with a good primary monitor, use the secondary for brush tool bars etc) . Just use the onboard sound on whatever board you get all of them have it now. Might want to get a cdburner if you are gonna move your images around (I.E. for printing at kinkos, etc). Any case should be fine, probably around $40 there. And that should be it. Wasting $40 on a sb live is stupid you can get 128mb more ram almost for that. And wasting another $30 for MSI k7tpro2 over say a $100 board like the epox or even fic az11 is also dumb, if you are on a limited budget.

going with an az11 i think would not be smart. i've built a system with this mainboard, and needless to say, it leaves a lot to be desired in the stability department. and getting cheap ram isn't going to help either. it doesn't have to be real high grade stuff, but i would not skimp on it because it can cause many inherent stability problems. the system with the az11 i built would not run on the generic ram i got for it, it would only run on micron or NEC ram that i had lying around. and yeah...i see your point about the sblive being a waste of money, but again, you're talking about swapping it with generic ram. you could not get any sound card whatsoever, but when presented with the choice of a decent sound card at around 25 bucks, i would rather pay the extra 15 or so for the great features of the live, but this is me. assuming he's going to be using this as his primary rig, i would put some "extra" features into it. going with the radeon in place of the g450 is a good idea though.

dual 1gz T-Bird
512 meg RAM(preferably GOOD, so I could overclock)
10k SCSI hard drive
ATI Radeon 32DDR All-In-Wonder
