Looking for a program to delay audio.

I have an online video stream but prefer the radio announcers for the game I'm watching.
The radio is usually 30 seconds or so ahead of the video broadcast. Anyone know of a relatively simple program I could use to delay the audio that's streamed through the radios online site? Using an X-Fi for what it's worth.
 
You could try using VLC, pausing the radio, then playing again when it's close to synced. It would be a bit of guesswork for the timing, but it should be close enough for sports.
