It is my belief that there is no motherboard that matches your description. I've looked. And looked. And looked again. Plenty of boards that support basic FSB bumps, but no board that has the full FSB, AGP/PCI lock, vcore, etc. The closest I got was an MSI board (something like 865G-RMLN or something catchy like that) that had vcore in earlier BIOS revisions. Well, it claimed to have vcore, but people reported that though the setting was there, didn't actually do anything. Setting was removed in later BIOS updates. I got one of these for my woman and it indeed has FSB but no vcore. You could possibly up vcore using the wire trick, but don't know about AGP/PCI lock (don't remember if that board had it). I did try to up FSB on her board but was unstable at even 1MHz up on the FSB, maybe because I'm using SATA? Dunno.
IIRC the Abit IS-10 does not even have FSB adjustments. I've used a few a while back in system builds.
