Looking for a MIDI software program to help edit some MIDI files

I have a couple MIDI files that are blank for the first 2 seconds before the sound starts, does anyone know of a program that can let me crop the first 2 seconds so that it starts at 0 rather then at time 3 seconds?
 
you might need those blank two seconds. Some people use the first few measures to set the patches (instruments) and controllers. If you just cut them out, all the instruments might be wrong.

That said, any MIDI sequencer will help you fix this. check this link for a list of some midi sequencers. I haven't tried any of them, but it's a good place to start. hope that helps!!
