I am looking to invest $150 for a nice phone with clear sound and a 40 dollar phone plan and I was wondering if you can give me some experienced advice or recommendations since this will be my first time buying a cell phone and stuff. Much obliged.

Most major cell providers offer a $40/month plan which gives you anywhere from $250-$600 weekday minutes with some offering a lot more during the evening and weekend hours. In choosing a cell phone provider you want to know at least two things:
1) Which offer the best call quality, few dropped calls, decent customer service in your area?
2) Which plan offers the most bang for your buck.
In my neck of the woods (Portland, OR metro area) the answer is VoiceStream.com which offers me:
