Looking for a decent *cheap* negative/photo scanner

Well title says it all in a way - my mom likes to take pictures with her older Canon EOS camera and hasn't made the move to DSLR yet (money being the main factor there)

She wanted me to find her a scanner to scan her negatives into the PC - I've done some looking around on the net and couldn't find a definitive answer to my question so I thought I'd turn here as well.

Price over quality is the main objective - looking to see if something in the $100 or less range is possible and still be worth while - this is not for professional results and just personal hobby needs

If it can scan only negatives that is ok - both negatives and photos would be great - also it would be mainly/only color 35mm

edit: canon 4400f seems well-regarded on amazon as well
