Looking for a 19 Inch LCD

I recommend a Dell Ultrasharp or a Viewsonic from my experience. I have a couple Dell Ultrasharps that are a few years old now and they still blow me away. I have always bought Viewsonic monitors until the Dell's came along. Viewsonic has always made a quality monitor.
 
Also consider the NEC 90GX2.

If you have a little more room on the desk, I know where you can get a used 20.1" S-IPS panel for $275 shipped. 😉
 
From your picks, I would choose Samsung 931C because is has a Wide Color Gamut backlight, for widerr coverage of the color spectrum.
 
If you get a chance to check out the NEC90GX2 at Best Buy or Frys I think you will be pleased. It has very vivid colors and probably the best viewing angles of any TN LCD due to it's suface coating and LGP TN in there. It's one of the fastest too for gamers.
