Lookin for a program

I am lookin for a (freeware) program where I can make tests that I can take on the computer. Where I can type a question and have a space where the user can type in the answer. Anyone know of a program?

We just do all our online quizzes in HTML.

I am really horrible at HTML, do you know of a guide of some sort?

That could be done with a simple php script and mysql.

It's just a simple mailto form that we use. It's built into frontpage. Only problem we have had is that it will not work if someone does not have a mail client configured on the computer they are at (like if they use hotmail or are on a public comptuer).
