So could it be used today? Most get free long distance, or at least relatively cheap pricing, so I would assume this would be completely a novelty/collectible purchase.

Exactly. I'm 35. I was reading about these 12 years ago and I don't think I've ever seen one.
It was a trinket when it came out and most probably went in the trash. If they were so abundant they wouldn't be going for $50 on ebay.

I hates it when the term "mint" is used for anything but coins. In any case, the whistle is not in anything approaching original condition since it is clearly damaged with a corner broken off near the lanyard hole.
