Yes it's called Royale, and the wallpaper's name is Electric Bliss.

He kept the media center pc from me knowing full well it'll start an upgrade war. Only learned of it when it was finished. Still haven't sent pics of it. :|

Same here. I use Royale on all of my computers. Beats the hell out of the blue, silver, and green default looks of XP.

I dont think it will be a theme or any kind of eye candy if you read the release notes it says nothing of it.
Its just a demo for dev's to show new effects and such.

I have winxp but it looks as if there is nothing to this utility. it looks to be for developers or something and I can't find any themes or anything.
