Long shot, but: Know of any software that throttles bandwidth for apps?

Yeah, I know I'm greedy, but here's the deal...

I'm on 1.5mb/128kb cable connection - and whenever I'm filesharing someone will start to get something from me at the full 128kb/s (16KB/s) and will basically KILL all of my download speeds, reducing them to a trickle...

I know some applications allow you to throttle bandwidth in this way, but I'm looking for one that I guess would be similar to a firewall that only allows certain applications access to the network - but it would also allow you to set upstream and downstream bandwidth limits....

Has anybody ever come across something like this - or ever felt the same as I do??

(I mean, come on, leech off the guys with the faster connections!! It's not like most of the stuff I have is exactly rare, hehe)

I would like to throttle my kids' connections sometimes. We're all connected through a router. They get on Kazaa and suddenly its like I'm on dial-up.

I could basically share nothing but one program in particular (Direct Connect) has you share at certain minimum levels - the more you share, the cooler the hub you can get into, and thus the more you have access too. I have lots to share but being that the connection sucks, I get greedy and cancel people, unshare or rename things, etc.....

I know it kind of defeats the purpose of file *sharing* but its not like I'm going to let all 5 people finish downloading their movies - hmmmm, 130 hours seems a little long...

I guess I forgot to mention an important detail. I'm on Win2k Pro - one of the suggested links was for Unix web servers and the other was just for throttling 'bandwidth' when transferring data between drives/folders on your own PC.

Anybody on the Thursday night crew have any ideas?
