Mentions that Saddam sent out orders to fire chemical shells but commanders refused due to coalition intelligent efforts prior to war.

He was obviously not that great of a poker player if that was the case. It would also answer why the intelligence agencies believed he had them and can not now find them. A good bluff backed by the leader of a country like that would be hard to penetrate until after it was called.

A third possibility- He never gave the orders.
