One of two possiblites that I see.

1) He had them and they are still hiddern.

2) He pulled a bluff and indicated that he had them so well that he was believed by the intelligence agencies that were watching. He perhaps thought that he wouldn't be attacked if he had them. He was obviously not that great of a poker player if that was the case. It would also answer why the intelligence agencies believed he had them and can not now find them. A good bluff backed by the leader of a country like that would be hard to penetrate until after it was called.

A third possibility- He never gave the orders.
