I suspect those suspicions are correct, and that he was indeed a gunman in the Mumbai attack. However, I could be wrong.

No wai! That photo screams conspiracy. If anything, that looks like some innocent Pakistani guy trying to hail a cab and some dickhead Indian photoshopped in a gun and is claiming he's a terrorist. Conspiracy I say!

yea.. he was actually a good guy who grabbed the gun from a "gunman" and was yelling for everyone to get down so he could fight back
