Logitech Quickcam 4000 Streaming

I am trying to help a friend set up his webcam, but he doesn't want to use the various free hosting because it is delayed too much or too choppy. He has a fast Internet connection so he should be able to host it himself. Setting up IIS is not a problem, but how can he host streaming video from the webcam through the IIS server? Thanks for any answers.
