Not in a state. The city of Washington was created in the District of Columbia (ie no state at all) because when the United States was being federated under the Constitution, the founding fathers wanted to avoid having the individual states argue or resent each other over which state got the capital city.

Technically it's in VA, but no one "wants it" as the financial burden is too punishing.

Actually no. The portion on the Virginia side of the Potomac was retroceded back to Virginia in 1847. The present day Arlington County and the City of Alexandria contain the portions that were in Virginia. Sensible people have long wanted to retrocede the Maryland portion back to Maryland which would solve the voting issues but the statehood people don't want that since the issue is really about power and not voting rights.
