Locking threads on the same topic?

Some threads on the same topic get locked to prevent numerous threads on the same topic. This happens with various topics and not others. Are there topics that are exempt from being locked even though there are tons of threads on the same topic? Maybe like news, current social events, etc get locked but all others dont?
 
I'm pretty sure this applies to all topics. However, it has to be specific. Two topics about current news isn't the same as two topics about the same news article.
 
As long as the two threads are discussing the same topic, they are supposed to be locked.
For example, in OT, there is only one SUPER long thread on 'Heroes'. All others have been locked.

Sometimes the mods will let a repost slide mainly because it dies off anyway. But when someone revives the reposts, it usually gets locked.

I believe the rule is all parodies get locked... If you let the good ones survive, then too many people end up thinking they're clever enough to write a good one.
