Locking a window?

I was using Windowblinds for awhile, not so much for the pretty skins but for the added features like being able to lock a window in place while working in another. I decided to uninstall Windowblinds, since it was creating errors in certain games, but is there a way to lock a window using-well, Windows and not a third party app like Windowblnds?
