Why not simply use NTFS file and folder level permissions to block user access to any areas you don't wish certain users to be able to access.... or are you using FAT?
Unfortunately there is no built in way to block access to a folder on a stand alone system via password alone.
Like rand said you can change the user permissions on a folder if youre running on ntfs. You may also encrypt the folder so that only your user accont can access that folder. If you want to make your encrypted folders completely hack proof (well almost) you should back up your key and then delete it from the hd. Theres also a real nice program called SafeHouse that allows you to make like a virtual partition in which you can put files that once you put them in they become encrypted and cant be accessed once you lock that drive.
