Locked Taskbar Gray, looks disabled

I can not move my taskbar, and I take take it out of locked state, it looks like it is disabled because it is greyed out. How do I go about changing it so I can move my taskbar again?
 
anyone know how, i see 12 views and sorry i edited it to say which operating system too, didn't have that at first, win xp 64bit.
