locked bioses?

Bacially I have never heard of this situation before where you cannot overclock a card anymore due to the bios (except in some 5900's where the heat get too high and it throttles it back down). I heard the 9700np is bios locked to not go above a certian core frequency. what is with this? what other cards have this on their bioses, and can u just reflash them to attain an unlocked bios?
 
I have a "built by" ATI 9500 pro that was bios locked. If you tried to even overclock it 1 MHz the screen would freeze, the VPU Recover would kick in, and it would reset itself. Once I flashed the bios to one that had been modify to eliminate the bios lock, overclock just fine.
