Not until NCC-1701-D could the saucer section of Enterprise enter the atmosphere. In fact, in ST III, NCC-1701 Enterprise is seen burning in the atmosphere. The Klignon Bird of Prey and Intrepid class Starships (Voyager) could enter the atmosphere and land.
