Local group policy question

I am curious if anyone knows a method of deploying a local group policy object that only affects certain user or group. My previous knowledge and experience tells me that you can't, but I'm holding out hope that one of you may know a solution. There is no AD infrastructure involved whatsoever, just a local machine running XPSP2 (home edition I believe). A google search didn't really turn up much for me. Any help is appreciated on the subject!
 
We had a hack to do this which used filesystem ACLs to restrict who the policy applied to, basically the policy is only applied to those who can read the policy files.
 
The only way I've managed to get it woirking was either forking around with the ACL's on the file , or copying back the policy , replacing it with a normal one , let other people login , and the move back the policy
