FYI, just spoke with someone who manages the project pipeline for all Verizon data products, including FiOS. Apparently one of the big barriers to deploying in dense urban environments is the sheer cost of digging through well-established infrastructure, as well as getting the permits and concessions to dig it up and lay fiber. That's been the biggest barrier so far, and its why you see FiOS coming to the suburbs first.
