Lived in both Austin and Kansas City, MO. I'd pick Austin, livelier downtown, music scene, better food. Got tired of Kansas City after awhile, not much to do and explore, though pretty damn cheap to live there. Never been to STL so can't say anything bout there.
 
I've lived in MO and TX ...

I vote Austin ... more young people, much more hip ... big time destination recently for students and young professionals.

Of course it's been a loonnnnnnng time since I lived in either 🙂

Savij is undoubtedly referring to the 'worst crime city' list. Unfortunately, St. Louis' position on that list hinges purely on some city limit boundary weirdness that the metro area has going on.

The actual City of Saint Louis has about 350k people; the metro area has roughly 3 million. Very roughly, the north half of the City proper has a pretty high crime rate. I would NOT want to live there.

The 'county' (the rest of the metro area), on the other hand, is as safe, if not safer than most cities.

As for your other criteria, here are my thoughts as a long-time resident of St. Louis:

? nice weather - uhh, no. It's cold in the winter. It's hot and humid in the summer. It's 70 degrees & sunny about 4 days a year - shitty the rest of the time.
? low crime rate - see above. Don't live in north City (or downtown unless you're REALLY into the club scene)
? friendly people - people are pretty friendly here, in general
? more job opportunities - is anywhere really great for jobs right now?
? more choice of universities - SLU, Washington University, Webster University; the living conditions around SLU are a little sketchy; the other two have very safe housing available.
? low cost of living - for a city this size, it's very inexpensive
? overall living condition - it's a great place to have kids... several great school districts to live in; lots of parks, etc... I like it here (though I'll be moving when I retire, somewhere with nicer weather)

As with most cities, there are good neighborhoods and bad. North City is a large block of bad neighborhoods. On the other hand, I live here and love it. A short stroll to a park, a corner market, and my kid's soon-to-be elementary school.

I vote Texas (preferably Austin) due to it being warmer and the fact that it isn't Missouri.
 
I like saint louis, but unless you already have a job lined up I wouldn't move there.

Austin is a more social town than Dallas, but Dallas is huge so it'd be easier to find a job.
 
I spent a week in St Louis while I still lived in North Carolina, and as much as I hated NC I would have rather stayed in NC than to live in St Louis. I now live in Dallas and do like it here.
 
Unless you're planning on going to college there, I'd rather live in Houston or San Antonio than Austin. There's been a large influx of yuppie douchebags into Austin since the early 2000s. It's not as cheap and bohemian as it used to be, it feels a lot like any other big city now. Expensive and crowded.
 
Austin is a great city, Dallas is cool. I love it up here. The cost of living is not high, weather is great, there are hot chicks everywhere. Only problem I find is that there are a high percentage of douchebags up here compared to Houston.

FWIW, there's a LOT more downtown then just 6th street. When people say they are going to 6th street, they really mean downtown. 4th and 5th street have picked up a lot and is a totally difference scene then 6th.
 
i've driven through dallas several times but it just seem like a big cluster fuck cement jungle.

I moved to austin. became a hippie. started smoking pot, bought a bike, attending SXSW this month. 6th street is a place to score an easy hot mother fucking lay. Music scene truly is exaggerated, but we still get our shit and attention.

It's not about the 'big names' that are born from Austin, Austin's music scene is all about the shows in town. There are hundreds of venues around Austin and you can catch a show any night of the week. Sometimes they are local bands, sometimes local bands from other areas, and sometimes they are big names. The point is that it's diverse, always alive and driven by local venues and artists.
