I recall hearing that the PAL version plays fine, but there are some issues with the DLC from the PSN? Anyone know?

+1, the most unique game I've seen for the PS3, a breath of fresh air from shooters.

To do this with a PAL PS3 game, you will need to create a European PSN account to access the DLC.
