Looking for one that can throttle bandwidth can keep track of bandwidth usage.
And can prioratize different packets. like UDP packets over TCP
Which one will do that?
 
I've been using IPCOP. It's been solid and setup wasn't bad either. Does traffic shaping but the bandwidth limiter is a bit limited in that I don't think there's a way to specify which IP is throttled, it seems to only do it globally.
 
Netfilter should have stuff for that, meaning any real Linux distro will have support for it.

Also, FreeBSD, NetBSD, an d OpenBSD.
