When I create a link and check its properties, it reports that it is 166 bytes in size, but in parentheses it says 4096 bytes used. What exactly does this mean? -kd5-

It means your blocks are set at 4K each. A file cannot take up a partial block. So any file less than 4K really takes up 4K.
