AFAIK, links to SA aren't a problem. I mean, there's some stuff that would be cause for a banning, but that JeffK think seems pretty benign. I've linked there before and not been banned.

Did you link to an image directly or something? Their anti-leech script will throw up another image in its place...and that image WOULD probably get you banned.

JeffK isn't means to be either banned or to have the link removed, as it isn't that bad... some of the other sections of that site however, well, they probably are

Actually a long time back someone linked to Jeffk and the mods said not to do it any more. Why? "When we visited that site a debug script opened up in IE" Maybe Jeffk is really leet haxor
