Limiting Upload speed?

I run a wireless LAN connection to 2 T1 servers ..this is my internet service...my upload is 2times faster then my download...i have 2 other comps on my home network and want to limit thier upload speeds to 128K ..i know there must be a way because i know alot of ISP's limit upload speeds to thier clients ..but is there a way for a me to do this? ..

Well, we have nice expensive Juniper and Cisco routers that one can easily do this on.

You can limit speeds on just about any Cisco router via access lists.
