Limiting internet use

I was wondering if there is any way on a home network to limit users to say 30 minutes per day of internet use (ideally I can select different profiles etc) withouth setting up a backend server and a front end router.

Essentail I am looking for a relatively simple solution it does not have to be elegant but it should be easy enough to administer that advanced networking knowledge is not required.
 
My netgear and linksys routers have the ability to do just that via schedules. Look at your router config page to see if there's anything like it.
