limiting download rate software?

we have shared dial up, yes very sad and cheap and pov.....


anyway i would like to get a download rate limiter, like my bandwidth is like 5.2 kb per second, and i want the server to use only 3kb per sec max and i can use 2.2 kb per sec so i dotn haave to run CS at 3000 ping,

is tehre a program that does this, that limit the download rate on the server not on their client basically my dad has the server celeron 800 with a 56k modem so yeah i just want to reserve a bitta bandwidth for my self.

and to all these people who are laughing at me, im getting cable soon so kiss my a$$, and australian broadband are all gay , all have a CAP like 3 gb which is extremely gay.
 
I've not seen any software that can limit bandwidth used by the computer on which it is running - some sharing software can limit the bandwidth used by the clients on the private LAN.

The likely reason is the technical difficulty in this - it would invove modifying key networking components of the OS.
