Limiting a particular user's bandwidth?

I share my wifi with a neighbor and have been getting A LOT of slowdown lately - is there a way to put a speed limit on them or to prioritize my connection over theirs? We're both connecting wirelessly to my AT&T router.

Don't have access to DD-WRT right now, but I believe it allows you to set a priority based on device. So you could give your computers higher priority and your neighbor will be given what's left.
