Limit the download number and speed

Ok, so here's my problem. My brother signs up for a megaupload membership to download foreign films to the pc. I thought cool, I really need some movies to watch and if he downloads it to my share folder its alright. Well, I shouldn't have shown him where to get them. A week later, he had 8 download files running at one time, my desktop is a 2gb ram desktop and it goes down to a crawling speed. The internet speed is horrible too, the messengers just stop working, and if I watch files on the network at that time, everything would just crash. I tried face-2-face confrontation, but it doesn't work. I took the lan cable away, but he just find a bunch of my old short cables and connect them together, or eventually find out where I hid it. I put him on wireless and it doesn't work, he'll just unplug my cable and use it. So what I'm asking, is it possible to allow only 2-3 downloads at one time ? If possible, could I tune down the internet speed for all computers ? All my stuff are torrents, and occassionally I download freeware and games to play, so it doesn't matter if I tune everything down including myself, I just don't want to pay an extra $20 for total of $48 for high speed internet, to be able to play during his downloads. Depends on your router cause thats where you would have to set the limits. Depending on your router could set master rules for each computer and what bandwith its allowed. Google your router model number followed by limit use router....
