limit access to internet for children

We have a PC that is shared between the parents and some teens. We (the parents) use the internet all the time for the usual useful purposes (buying online for example), but we've had nothing but troubles with the teens abusing it (visiting inappropriate sites, staying up all night chatting, etc). What I want to do is very simple, but I can't figure out how to do it simply...which is to let the admin account (used by the parents, and password protected) full access to the internet, and block any other user accounts from accessing the net. If and when the teens need to access the net for a useful purpose, we could let them use the admin account with supervision. Any ideas on (hopefully free or cheap) software or settings to do this? I"ve googled and can't find anything directly useful. I can turn off internet access for all users on the PC of course, by using the firewall, so one approach is to just turn it on and off as we need it, but that's a hassle for my wife, and also if we forget then its a problem again. Thanks for any help...

You might explore Microsoft Shared Computer Toolkit. There is an option therein to restrict user access to the internet thru Internet Explorer. I didn't see anything pertaining to internet access in general, tho. Maybe with some digging around you can find a more global restriction.
