"Licensed Computer Help"

Saw a sign stapled to a phone-pole that said:
"Licensed Computer Help" and also had a phone#.

Probably a dumb question.... but I just got to know....

What does that mean? Is the word "license" used to mean they have a business license? ...or does it refer to something else?
Does it imply insured against liability?

That's how I read the sign at first glance.... That they were A+ certified. Then I read it again and saw the word "licensed".
It seems to me if I were going to brag about being certified, I'd use the word "certified" -- not "licensed".

Any other opinions?

 
Means he's paid the county their cut for a license. Anybody can get a license. Bonded and certified (as you've noted) are more important.
