It's not always good. Cheap education often means that people don't put all their mind to their study, drop out more often and move around programs too many time for it to be economically viable:

As you can see, Quebec is incredibly cheap and very bad from a drop-out rate point of view. Tuition fee is one area where I more to the right than most people. I'm all for offering lends and scholarship to promising students and never block poorer people for higher education, but education is an investment in self and should not be provided for free, else its inherent value stand reduced.

Obviously there has to be limits to what is free. I don't think thsoe that pass now woudl fail if it were free though. However, people who don't cut the mustard now might. That being said, a good school with correct acceptance numbers can keep drop outs low. The problem is that when it is subsidized schools let in chaps who cant possibly pass just to milk the tuition for them from the government.

Certainly not a simple issue... but I think it is well worth the cost (which I don't think would be astronomical given cuts to the pointless things we spend money on currently... cough cough g20) to have a highly educated population.
