i dont know, but if i were tasked to do this, i'd explain my relationship to this person, how long I've known this person, then a few sentences about the person.
I guess if you've witnessed your friend displaying compassion, doing volunteer work, helping you or other acquaintences out in times of need?

I cannot say enough about my friend, i've never seen a man feed his dog so regularly.

He only kills if someone deserves it.
He only steals from the rich who can afford it.
He only commits adultery if she's really hot.

That sorta thing.

Edit for more serious response:

Say you've known them for X years as a friend/coworker/whatever, and that you find them loyal brave trustworthy and true or however you want to describe them. Basically law-abiding and trustworthy.

My character finished Planescape: Torment as Lawful Good, that's got to mean something.

OTOH I just replayed KOTOR 2 and managed to bring Atton, Visas and Handmaiden down to Dark Side Mastery  so maybe not.

For a DC govt job?

My good friend donated $$$ to Senator Rednose's re-election campaign. This fine citizen served on Rep. Stuffedpocket's re-election campaign, canvassing under voted neighborhoods. In addition, his love of the President is known to all.

Just requires people willing to lie about you.

That's not very moral.

He's not applying to be a Bush political appointee.. If he were there would be no application in the first place. Just lines of coke with the president in the Old Boys Club.
