Legality question

I have a local ISP out here, they give great line speeds, but their DNS servers are pretty slow and lead to slow load times.

Forcing my router to connect to my old Verizon DSL IPs for DNS dramatically speeds up my page load times, i just want to make sure this isnt any "theft of service" type of situation.

This is true, if they only want verizon customer to query their dns server they could easily do it. Since they allow anyone to query their server, I dont see any issues of using their server as your dns server.
